Progress of e-Health in Australia: understanding e-Health

Providing healthcare services to its citizens is government?s responsibility. Healthcare is an institution that meets some of society?s most critical needs and, any member of the society, sometime or other may avail these services. In Health, as indeed in all business sectors, dynamic developments in technology continue to drive challenging opportunities for paradigm shifts in service delivery. This paper endeavours to help in understanding e-Health.
Keywords: e-Health, EHR, HIS, CIS, HL7, PKI, Privacy, Broadband.
Note: Some contents of this paper were presented at the public seminars- ?Progress of e-Health in Australia: 20 years of achievement?, for the Health Informatics Society of Australia (HISA), at the Western Australian Department of Health, East Perth (WA) and ?Reviewing the South Australian OACIS Model (Open Architecture Clinical Information System)?, for the Centre for Health Informatics Research and St John of God Health Care, at St John of God Health Care, Subiaco (WA).

A client-server component-based approach for health-care

We propose an improved client-server component- based hardware/software architecture for acquisition, management, communication, and visual assessment of general process parameters. We demonstrate the applicability of our concept with a telemedicine application jointly built by Onlinesolutions Media srl and Microsystems srl, applied as demonstration pilot for remote medical assistance, in the context of Space Technologies' applications for human security. Our architecture efficiently and effectively facilitates several goals, as follows. First, we propose a scalable, modular and open solution for combining several data acquisition and data presentation devices connected through a network. Using this architecture, system integrators can quickly assemble solutions consisting of several custom data sensors, communication modalities, and data visualization applications to suit a given application scenario.

On-Body Accelerometer Studies for Human Performance Motility Assessment

Recently we carried work to use accelerometer information to study both body-segment motility transient response and human body overall movement tracking. There was built a 4-accelerometer, wearable, autonomous system to study the acceleration response of different body-segments movements, specific for actions in several sports. Each oneaxis accelerometer is build to be quickly and easily located on - virtually - any point of the human body with different orientations of the sensitive axis. Purposely there where used one-axis accelerometers to have a better rejection ratio of the movement components on the out of interest directions. The transient motility studies carried using the general information feedback concept CASINOR - developed previously - aim to the human biomotric capabilities enhancement, addressing the neuro-motric assessment and recovery for disabilities or aged people as well as the sports performance assessment and enhancement.

Personal Health Assistant, an Intelligent User Interface

This work introduces the road map of a wide project that is aimed to inform and assist healthcare system users of the local healthcare area ASUR Zona Territoriale 7 of Ancona. The system offers several services which are designed to improve the information capabilities of the actual healthcare portal. An intelligent user interface simplifies the interactions between the citizens and the applications offered by the system. The developed information service offers personalized contents and a management system of electronic clinical folders and healthcare processes. The introduction of informatic technologies in every human activity is leading informatics to be a discipline oriented to support the communication among users. In the last twenty years has grown the necessity to design the interaction of informatic systems to make them easier to use. The Human Computer Interaction (HCI) is the discipline that studies methoda and techniques for the design and develop of interactive systems which are usable and reliable in order to support and facilitate human activities (Nielsen, 1994).

Prognosis in Hepatitis C by using Statistical Analyses

This paper analyses a large database with hepatitis C virus infected patients. There are made a lot of statistical analyses on the records of this database in order to determine the evolution of biological parameters during the treatment. The results of the statistical analyses can predict the illness evolution and represent an usefull instrument to appreciate the possible answer to the treatment. It was used an original 3D statistical extrapolation of the initial data. Keywords: hepatitis C virus infection, statistical analysis.Hepatitis C is a serious and frequent disease and its evolution has to be carefuly overseen during the treatment. Even the efficency of the hepatitis C treatment inproves continously, the burden of this infection will remain a major issue for the next several decades. The patients have been kept under observation for 12 months to establish the treat¬ment?s influence on the evolution of the biological indicators.

Intelligent Technologies for Medical eLearning

In the last few years, new forms of artificial intelligence- based education software have been created that allow the computer to cat as an intelligent tutor. Such intelligent tutoring systems (ITSs) can adjust its tutorial to the student?s knowledge, experience, strengths, and weaknesses. It may even be able to carry on a natural language dialogue. In addition, automatic generation of exercises and tests is an important feature of such systems. Recently, software vendors and researchers start research to put the ITSs on the Internet for the purpose of distance education through the web. Not only do students receive training at their own sites, but instructors monitor student?s progress from a distance, and course authors maintain and update training material across the Internet. On the other hand, ITSs are complex to build, maintain and face the knowledge ?acquisition difficulty. Productivity of ITS development is determined by the efficiency of their knowledge representation techniques and reasoning methodologies.

E-government uses the ICT (Information and Communication Technologies) in order to facilitate the interchange of data between public administration services (at central and local level) and between them and citizens. In this way, in the administrative services, e-government may improve and simplify bureaucratic activities and facilitate transparency procedures. E-Health uses ICT in health care and medicine in order to acquire, manage, process and transmit data and to deliver medical services even over great distances (Telemedicine). In general, e-Health regards electronic applications to the whole field of health sector, by means of intelligent and connected data systems in different activities (medical record design, clinical/epidemiological data base management, hospital/health information systems architecture, teleconsulting/telediagnosis process, etc.) So, e-Health includes medical information systems, public health surveillance, e-learning for health professionals, telehomecare and telemedicine. Telemedicine and e-Health services captured the attention of the medical community and of the health authorities as a tool to improve the access to quality assistance and also to reduce the costs.
